Personalized Employment Pass (PEP)

The Personalised Employment Pass (PEP) is a non-renewable permit designed for a select group of overseas professionals or high-earning Employment Pass (EP) holders.

Holding a PEP signifies a high-income level and is subject to rigorous review standards. If you seek a work pass that offers flexibility to switch employers without reapplying for an entry visa, the PEP is an ideal option, provided you have not been unemployed in Singapore for more than six months.

Eligibility for the Personalised Employment Pass:

  • Overseas professionals whose last drawn fixed monthly salary was at least S$18,000 within the six months prior to application.

  • Existing EP holders with a fixed monthly salary of at least S$12,000.

Additional Eligibility Criteria:

  • Must not be a freelancer intending to work without a Singapore employer.

  • Must not have an EP issued under a Sponsored scheme.

  • Must not be a sole shareholder, proprietor, or director in any Singapore-registered company.

  • Profession must not be in journalism, editing, sub-editing, or production.

Conditions to Maintain the Pass:

  • You must not be unemployed in Singapore for more than six months; otherwise, the pass will need to be canceled.

  • You must earn a fixed annual salary of at least S$144,000, regardless of the number of months employed.

Personalized Employment Pass (PEP)

Overseas Networks and Expertise Pass (ONE Pass)

The ONE Pass is designed for high-achiever individuals in fields such as business, arts and culture, sports, academia, and research. It is more advantageous than the Personalised Employment Pass (PEP) because it allows holders to establish and run multiple businesses in Singapore. This pass is valid for five years and is renewable.

Eligibility for the ONE Pass:

  • Must have earned a fixed monthly salary of at least S$30,000, or its equivalent in foreign currency, over the past year.

  • Must have a job offer in Singapore with a fixed monthly salary of at least S$30,000.

  • Must have at least one year of experience working for a well-established company or have a confirmed position with such a company in Singapore.

Alternatively, foreign talents with outstanding achievements in arts and culture, sports, academia, or research may qualify for the ONE Pass even if they do not meet the above salary criteria.

Application for ONE Pass:

To apply under the outstanding achievement track for academia and research, candidates must submit a comprehensive Curriculum Vitae (CV) detailing their academic background, professional experience, achievements, and letters of recommendation from a prominent research institution.

Existing work pass holders in Singapore who have been employed for at least one year or who have a confirmed job offer with a well-established company in Singapore can also apply for the ONE Pass. The company must have a market capitalization of at least US$500 million or an annual revenue of at least US$200 million in Singapore.

Singapore Entrepreneur Pass (EntrePass)

The Singapore Entrepreneur Pass, commonly referred to as EntrePass, is a work visa designed for foreign entrepreneurs looking to start and run a new business in Singapore. Introduced in 2004, this program aims to attract top-tier entrepreneurial talent to Singapore, supporting the government's vision of establishing the country as a leading business hub not only in Southeast Asia but globally.

Eligibility for the EntrePass:

  • Must be at least 21 years old.

  • Willing to relocate to Singapore to manage the business.

  • Business must be registered as a Private Limited Company, not as a sole proprietorship or partnership.

  • The company should be either newly incorporated or less than six months old at the time of the EntrePass application.

  • Must hold at least 30% of the shares in the proposed business.

  • Sponsored by an established Singaporean company or are able to furnish a Banker’s Guarantee of S$3,000 issued by a Singapore-based bank upon approval of the application.

In addition to the above requirements, you must also meet at least one of the following criteria, categorized into three types: Entrepreneur, Innovator, or Investor:

  • Entrepreneur

    • Your company has received at least S$100,000 in funding from a venture capitalist (VC) or angel investor recognized by a Singapore government agency.

    • You have significant business experience, a strong network, and a promising entrepreneurial track record.

    • You are part of a recognized incubator or accelerator.

  • Innovator

    • You own and hold intellectual property (IP).

    • You have an ongoing research collaboration with a research institution under an Institution of Higher Learning (IHL) in Singapore.

    • You have demonstrated outstanding technical or domain expertise relevant to your proposed business.

  • Investor

    • You have a proven track record of investing in businesses.

    • You have at least 8 years of experience as a senior management professional or executive in a large corporation, with expertise in scaling up local innovative or tech startups.
