Home/Services/Permanent Residence
E&H Immigration Consultancy brings over three decades of combined professional experience to Singapore PR applications. We guide foreigners already living in Singapore — and those planning to relocate here — through the Singapore permanent resident application process from start to finish.
Trusted by professionals from leading global companies

If you want a Singapore PR application consultant to handle every step on your behalf, our service covers the full journey: eligibility assessment, profile building, document gathering and vetting, submission, and post-approval support. Our work is structured around the factors ICA publicly says it considers, so your application puts forward your strongest profile.
Every engagement starts with a complimentary consultation. We assess your eligibility, walk you through what to expect when you apply for Singapore PR, and identify any aspects of your profile that may need strengthening before submission. You leave with a clear understanding of where you stand, with no obligation to proceed.
Many applicants compare a Singapore permanent resident agency, PR application agency Singapore provider, PR application agent, and Singapore PR consultant before deciding who should support their case. E&H Immigration Consultancy has supported applicants across virtually every eligible category — EP holders building careers in finance, technology, and professional services; S Pass holders strengthening their profiles to make the leap to PR; investors navigating the Global Investor Programme; and parents applying through family sponsorship.
What unites these very different applicants is the value of an experienced PR application agency that understands the factors ICA publicly says it considers. An EP holder applying after three years in a stable role needs a different strategy from an S Pass holder, a self-employed business owner, or a sponsoring parent — and we tailor our approach accordingly.
Rather than simply preparing forms, we work closely with applicants to build a coherent case supported by the right documentation, written submissions, and supporting evidence. We have guided Employment Pass holders, S Pass holders, investors, and families through every common pathway to Singapore Permanent Residence.
Most people searching for help with a Singapore PR application are focused on getting the ICA submission right. That final step matters, but in our experience the strongest cases are built well before anyone clicks submit.
When you apply for Singapore PR, ICA is not only reviewing a form. They are assessing your profile, timing, supporting evidence, contribution, and long-term commitment to Singapore permanent residency.
That's where our immigration consultancy comes in. Before you submit, we help you assess whether your timing is right, identify gaps in your profile, structure your supporting documents, and frame your case around the factors ICA is known to weigh — so your application feels complete, credible, and considered, not just complete on paper.

The most common route is the Professionals, Technical Personnel, and Skilled Workers (PTS) scheme, open to Employment Pass and S Pass holders. Spouses and unmarried children under 21 of a citizen or PR may apply under the family scheme, and aged parents of citizens under a separate sponsorship scheme. Investors may apply under the Global Investor Programme (GIP), and there is also the Foreign Artistic Talent scheme. ICA assesses every application holistically against the objectives of Singapore's immigration policy at the time of submission.
Check which category fits your profile — each has different requirements and considerations.
Previously rejected? Applicants are typically advised to wait at least six months before reapplying — appeals to ICA must be filed within 12 months of the rejection, and our appeal handling service helps re-strategise and strengthen your application for re-submission.
Wondering if you meet the criteria?
Get an honest assessment of your eligibility today.
When you apply for Singapore PR, required documents fall into five broad categories. The exact list depends on whether you are a Main Applicant, a Non-Applying Spouse, or a Sponsor.
Adapted from ICA's PR document checklist. The exact requirements depend on your applicant type.
Most single applicants pay S$2,000 to S$4,000, and families S$2,500 to S$5,000. The fee depends on how many people apply and how complex the profile is, and is fixed in writing after a free assessment. ICA fees below are separate.
The S$100 processing fee is non-refundable. On approval, a further S$120 per person completes PR formalities. ICA processing times typically range from 4 to 12 months across pass types; PR cases are usually up to 6 months, with complex cases taking longer.

Singapore Permanent Residence is granted by the Immigration and Checkpoints Authority (ICA) to foreigners who meet certain eligibility criteria, typically through employment, family ties, or investment. On paper the process looks straightforward; in practice it is far less transparent than many applicants assume.
